A Big Win in Conroe – Development Moratorium Ends

In mid-August, the City of Conroe voted not to extend the ongoing development moratorium in the northern part of the city. This decision comes thanks to two major developments: the TCEQ approved the city’s Alternative Capacity Requirement ACR request, freeing up additional capacity, and the city reached a settlement in its ongoing water rate lawsuit with the San Jacinto River Authority.

A huge thank you to all our members who spoke at council meetings, sent emails to council members, and met with city staff and elected officials. Your engagement made a real difference, and this was a true team effort. GHBA will continue to monitor and work closely with the City of Conroe to support its growth and be a strong partner in that process.

While the Conroe decision is a clear win, GHBA’s Government Affairs team has also been actively engaged on several other fronts:

  • Harris County Permitting and Platting Fee Increases: We reviewed the county’s proposed fee schedule changes and working to ensure any increases are justified, transparent, and tied directly to service improvements that benefit our industry.
  • Montgomery County Drainage Criteria: GHBA advocated for drainage standards that protect the community while providing flexibility in materials and design, and ensuring requirements are based on sound engineering data as well as ensuring a seamless transition as they are implemented.

In addition to policy work, we are already gearing up for election season. This November, we will have one City of Houston race on the ballot, followed by a heavy slate of local, county, and state races in the March 2026 primaries. Member engagement in these races, through voting, candidate outreach, and HOME-PAC support, will be key to ensuring a pro-housing policy environment in the years ahead.
