It’s been a busy spring on the advocacy front, and GHBA continues to stay engaged on the issues that impact our industry most, from development regulations in Montgomery County to new impact fees in Manvel, state-level legislation in Austin, and upcoming federal advocacy in Washington, D.C.

Montgomery County Passes Development Regulations

After months of discussion, the Montgomery County Subdivision Development Regulations passed on a 3-2 vote. The two dissenting court members pushed for stricter regulations regarding road width. Throughout the process, GHBA members worked with county staff and officials to provide feedback that balanced infrastructure needs with the realities of delivering smart, attainable housing.

While not perfect, the final regulations preserved important flexibility for developers and builders. We’ll stay involved as these new regulations are implemented and will keep an eye on any follow-up efforts from the court.

Manvel’s New Impact Fees

In the City of Manvel, the city has proposed updated water and wastewater impact fees and a new set of roadway impact fees. We’ve had initial conversations with the city to make sure developers and builders have a seat at the table and that implementation is clear, predictable and fair.

This is a fast-growing city, and we understand the need to invest in infrastructure. But we’re also making sure housing affordability isn’t priced out of the conversation. Dialogue with Manvel leadership is ongoing, and we appreciate the city’s willingness to engage.

Statewide Progress: Priority Legislation Moving Forward

At the state level, GHBA is tracking and supporting key legislation aimed at improving transparency and fairness in the use of impact fees and municipal development moratoriums. We’re pleased to report that our priority bills are moving forward in both the House and Senate, with positive movement through committee.

Take It to the Hill: NAHB Legislative Conference

Looking ahead, we’ve got a great opportunity to speak directly with our federal elected officials during NAHB’s Legislative Conference in Washington, D.C. on June 11. This is part of NAHB’s spring meetings, and it’s one of the most effective ways we can share our priorities and concerns at the national level.
